Caylee’s Law – Proposed Legislation for Missing Children

In many states including Maryland, Oklahoma and Florida, State Legislators are drafting bills known as Caylee’s Law to address that allowed Casey Anthony to escape prosecution after intentionally not reporting her child missing for more than 30 days. These laws will significantly address the plight of caregivers in underground cases where caregivers such as grandparents or domestic violence shelter workers provide false information to law enforcement officers to intentionally mislead or impede a family abduction investigation.

Unfortunately, it took a case so egregious as “Tot Mom” Casey Anthony and the death of young Caylee Anthony to bring this issue to the forefront. Searching Parents for Children of the Underground Cases have for decades been frustrated by caregivers that have intentionally misled police in their search for a missing Underground Child.

Here’s a sample of the proposed legislation for Florida.

House Bill 37 entitled “Caylee’s Law.” Specifically, the legislation will more strongly protect innocent, vulnerable children and the interests of the state, in circumstances such as those arising in the Anthony trial, where a caregiver either:

• fails to make contact with or otherwise verify the whereabouts and safety of a child 12 years of age or under for a period of 48 hours, and to immediately thereafter report the child as missing;

• fails to report the death of a child or the location of a child’s body within 2 hours after becoming aware; or

• provides false information to a law enforcement officer to intentionally mislead or impede an investigation during the critical days, weeks, and months following a child’s disappearance, thereby thwarting the chances of either returning the child safely or recovering the child’s body before critical evidence has completely disintegrated

Not Even A Lesser Charge of Child Abuse by the Casey Anthony Jury

What I don’t understand is how the jury in the Casey Anthony Trial could not “infer” from the myriad of “circumstantial” or “forensic evidence” presented in the trial is that Casey wasn’t at tge very least guility of child abuse. The only thing I can think of is that the took the literal definition of tge words “intent” and “beyond a reasonable doubt” and penalized the prosecution and judge for sequestering them for such a long time.

They inferred easily that it was an accident but did not have the mental capacity to infer that Casey Anthony at the very least intentionally inflicted harm on her daughter by not knowing her whereabouts for 30 days. She irresonsibilty,lies and low moral character to me is enough circumstantial evidence to infer that she intended to harm her own child – unfortunately, that was not the mindset of this particular jury in Pinnellas County, Florida.

Casey Anthony got off like sone underground moms have in jury trials because a defense attorney was able to mislead the jury — but that still doesn’t mean that she and these underground moms are not child abusers.

How Many Men Would Father a Child with Casey Anthony?

Now that the shocking not guilty verdict is in, I wonder how many men would have a child with Tot Mom Casey Anthony? Just like an Underground Mom, how many men would marry a women after she kidnapped another man’s child.

Parental Kidnapping is Aggravated Child Abuse

If you have been following the Casey Anthony Trial, the crime Aggravated Child Abuse has become headline news. This crime could be a key element to a First Degree Murder Conviction of Casey Anthony. When viewing this trial, Casey Anthony’s affect, narcissism and complete disregard for her young daughter reminds us of the Children of the Underground Mothers. It appears that Tot Mom’s inability to comprehend her legal alternatives as a caregiver for her own child before comitting aggravated child abuse is not much different than the underground moms that parentally kidnap their children. Inasmuch as we hope the jury finds Casey Anthony guilty of all counts — we like the publicity that the crime of Aggravated Child Abuse Crime is receiving by the Anthony Trial. This should lead to a greater awareness of crimes against children such as parental kidnappings or family abductions and hopefully more prosecutions and prison sentences for Underground Moms.

Chelsea Smith and Zachary Smith – What About Some Compassion?

Hey Chelsea Smith and Zachary Smith. What kind of human beings are you? When both of you were missing, I remember talking to your dad on the telephone. He was doing everything possible to find you. Now, it sounds like both of you have not even bothered to contact him. What’s the harm in contacting him? Your mother is a Wanted Fugitive by the FBI. Your mother was not alone in asserting allegations in a custody dispute. At some point, she obviously had a mental breakdown and fled with both of you. She made a very poor decision. She could have merely done the right thing and shared custody but she wanted the final say. Now it’s your opportunity to help and coach your mother into doing the right thing. She must come forward and enter a plea agreement with the local District Attorney. Until she does so, both of you will live the rest of your lives in fear that she will not only be arrested, but will be sentenced to prison. Both of you may even be asked to testify in a court hearing. Both of you as Victims need to move on with your lives. You will never do so until you contact your father and start a reunification process with him. Someday, both of you will probably have children. When that day comes, wouldn’t be ironic if one or both of you would someday become victim parents of Family Abduction — it’s only then that you will know what it is like to walk in your dad’s shoes. What reasonable young man or woman would marry either of you knowing your history? Okay, Chelsea Smith and Zachary Smith – it’s time for both of you to Woman-up, Man-up or Adult-up and call your father Michael Smith. That’s the first step and only step toward Recovery!

Where is Dorothy Barnett and Savannah Todd?

When Children of the Underground children like Zachary Smith and Chelsea Smith surface as young adults, it brings new hope for other cases. For example Dorothy Barnett or her child Savannah Todd have never surfaced. In 1994, they allegedly boarded Faye Yager’s Children of the Underground Group or Cult. If you have seen Dorothy Barnett or Savannah Todd, please contact your local law enforcement or the FBI. Both are probably living abroad as EXPATs.

Savannah Catherine Todd

Last seen in Isle of Palms, South Carolina on April 24, 1994

Vital statistics: White female. Born on May 6, 1993. Light sandy brown hair, hazel eyes. She has a small birthmark near her navel. She may be known by the alias “Savannah Lee Barnett.” Was eight months at the time.

NCIC number: M-825584902

Circumstances: She was abducted by her non-custodial mother, Dorothy Lee Barnett. A photo and vital statistics for her are posted below. Savannah’s father, Harris Todd, has custody of her. He won this after a long court battle with his ex-wife. Harris claims that she exhibited behaviors of manic-depression during this time. She has also been violent with Harris and a puppy they owned. A joint custody agreement was offered by Harris’ lawyers, but rejected because it included a stipulation that Barnett get treatment. Todd was abducted during a supervised visitation. The supervisor was a friend of the mother and allowed her to take Savannah to a birthday party, where upon she fled. A FBI warrant for unlawful flight to avoid prosecution was issued for her on April 28, 1994. They may be in Richardson or Houston, Texas, or have left the country and traveled to Belize, Australia, Switzerland, or in Latin America or Africa. Her family maintains a home in Belize. It is also possible they are in Ciudad Mante, Municipio de Ciudad Madero, Tamaulipas, Mexico. She has been sighted many times, but always without a child. The group Children of the Underground, a group that claims to offer assistance to women and children supposedly seeking to hide from abusive spouses and fathers, claims to know Barnett and Todd’s whereabouts. However, since Harris would not agree to an agreement that gave Barnett full custody of the child, they took back the offer. It is interesting to note that no abuse claims were ever made in Savannah’s case – neither the mother or father claimed she was being abused. The leader of the group, Faye Yager, claimed Harris was homosexual. He denies this and it is also interesting to note Yager has hidden women who have supposedly been denied custody because they are lesbians. Yager also has stated on previous occasions that she only hides women who have evidence of abuse, but also she can tell “at a glance” if the woman is telling the truth. Harris continues to search for his daughter.

Vital statistics: White female. Born on May 27, 1960. Blond hair, blue eyes. She has a scar from a Cesarean section on her abdomen and her ears are pierced. She may be going by the aliases of “Lee Barnett” or “Lee Barnett Todd.” She is described as talkative and outgoing and she enjoys going to expensive bars, yacht clubs and tennis clubs. She has been diagnosed as having bipolar disorder. She may be working in the airline industry as a flight attendant. She is also known to abuse alcohol and have frequent affairs with men. Was thirty-four at the time.

How Long Until the FBI Arrests Parental Kidnapper Elizabeth Stratton?

If Zachary Smith and Chelsea Smith have talked to the FBI, it can’t be that long until the FBI will arrest Elizabeth Stratton. First you have the initial kidnapping of these two young children in 1997 were kidnapped from their custodial father Michael Smith’s custody. They live Underground in hiding for 13 years, allegedly with the assistance of Faye Yager’s Children of the Underground Supporters. Now, almost 13 years later, these young adults surface and want to start their life. If they contact their mother Elizabeth Stratton who no doubt has another identity, is living in another country or even in the United States — they might divulge the whereabouts of the Abducting Parent – Elizabeth Stratton. From now on, every phone call or email they receive, city they visit, they could be followed by the FBI or even an investigator hired by their father Michael Smith — maybe even a TV or Film Crew.

Now what kind of life is that? There is one person alone responsible for changing these young adults lives — that’s Elizabeth Stratton. And the only way this story will have some closure is for Ms. Stratton to surrender to the FBI or local Police Department for arrest and criminal prosecution. Some advice for Elizabeth Stratton – if you surrender, it’s better to try and cut a deal under your terms rather than theirs. Since your initial crime, Family Abduction or Parental Kidnapping is a crime taken very seriously by District Attorneys. With all the custodial-embattled parents like you not satisfied with co-parenting or joint custody, they need to be tough on those that don’t take our Family Court System seriously.

Okay Ms. Stratton, it’s time for you to “Mom Up” and surrender to the FBI for the benefit of your children. What type of “Protective Parent” are you?
